The Vocational Training Council (VTC) announced today (24 June) that the Government has approved the appointment of Mr Donald TONG Chi-keung as the new Executive Director of the VTC with effect from 1 January 2022.
Mr Tong is a seasoned administrative officer with rich experience in public administration and management. Prior to his retirement from the civil service, he has served in various Government bureaux and departments including the posts of Permanent Secretary for Transport and Housing (Housing)/Director of Housing, Permanent Secretary for the Environment/Director of Environmental Protection and Commissioner for Labour.
Mr Tony TAI Chark-tong, VTC Chairman, said, “With over 30 years of experience in public administration, Mr Tong is well recognised for his outstanding leadership and management qualities. He has a deep understanding of manpower and sustainable development of society going forward. His clear vision on the development of vocational and professional education and training (VPET), and strong passion for nurturing the younger generation also made him suitable for the role of new VTC Executive Director.” The appointment of Mr Tong has been made after going through an open recruitment process in accordance with Council policies and procedures. The VTC Council is confident that under Mr Tong’s leadership, the VTC will continue to achieve its mission of advancing VPET and grooming knowledgeable and skilled talent to support the development of society and economy.
Mr Tong joined the Administrative Service in 1987. In his over 30 years of public service, he has served in various bureaux and departments, including the Transport Department, the former Trade and Industry Branch, the former City and New Territories Administration, the former New Airport Projects Co-ordination Office, the Hong Kong Economic and Trade Offices in Washington and in Toronto, the former Environment and Food Bureau, the Food and Environmental Hygiene Department and the Home Affairs Bureau. He was Commissioner for Economic and Trade Affairs, USA, from 2008 to 2014, Commissioner for Labour from 2014 to 2016, Permanent Secretary for the Environment/Director of Environmental Protection from 2016 to 2019, and Permanent Secretary for Transport and Housing (Housing) /Director of Housing since 2019 before retirement.
Mr Tony TAI pays tribute with heartfelt gratitude to Executive Director Mrs Carrie YAU. Mr Tai said, “During her almost 9-year tenure with the VTC, Mrs Yau has led VTC through its meaningful development journey. She actively solicited support from the Government and industry, and has successfully taken forward dual track learning through the launch of VTC Earn and Learn Scheme. Mrs Yau has steered various campus development projects including the new campuses for International Culinary Institute (ICI) and Technological and Higher Education Institute of Hong Kong (THEi), and the setting up of technology-enhanced teaching and learning facilities to provide professional environment for students to acquire new skills. She also led VTC in hosting various international and local activities such as the VPET International Conference and the WorldSkills Hong Kong Competition cum Carnival to promote VPET to the community and encourage young people with diverse abilities to pursue the VPET route. The Council is most grateful to Mrs Yau for her remarkable contributions.”
